The author tells only a small part of the story. The role of Bf1 in giving Black something to do and in determining the order of the white moves is a stroke of genius (or luck, or both).

Note that the reason for 0-0 is to give the bB a tempo move (Bh1). The reason for 0-0-0 is different (to open d1-f1), but there is a tempo motif here, too:
1...Ke2? 2.Bg2 Raf1 3.?? Rf7 etc.

So I think this position is a real find!
