I thought that something important was missing in the definition but I couldn't imagine what might make sense. Well, thanks for explanation!

Nikola is right. 11...Ka3! also refutes. As to the defination, the following one taken from an old issue of "The Problemist" should probably suffice. All-in Chess: The side to move may do so with a unit of either colour, provided that the position last move is not repeated. Capturing and captured units must be of opposite colour. Pawns retain the direction associated with their colour.

When the problem was published, two moments were immediately unclear - why not 5...Kxh1 or 11...Ka3? And a possible incompleteness of the given definition of All-in Chess didn't seem interesting for exploring. Very strange!

Just as I thought I had found a way to avoid the duals by replacing the bP with bBa2 and shifting bK to c2 for #14, Chris Tylor (UK, inventor of All-in Chess) came up with a simple refutation -5...Kxh1. Strange, he did not find this move when an earlier version of the problem was sent to him for checking!

I have since publication noticed essentially 2 duals. (a)Duals after 7.Kg1+/8.Ke1+/9.Kc1+; for example, 7.Kg1+!Kf2! 8.Ke1+ Kd2! 9.Kc1+ Kb2!10.Ka1/Kb1 Ka2 11.Kb1+/Ka1+ Kb2 12.Kc1+ etc. as in text. (b) Duals after 7.Rh2+!/8.Rh2+!/9.Rh2+!; for example 9.Rh2+! Kb1 10.Ka2+ etc. as in text.
